B. ADMINISTRATION AND REHABILITATION
A Research Unit has been active in Hong Kong since 1938. This has been recognized by the Imperial Government and by the Hong Kong Goverment to the extent of financing building,
●quipment and staff, But for the war there would by now have been in existence a well-equipped building efficiently staffed. Prewar publications have been favourably noticed in several countries. There is no justifieɛtion for terminating the activities of this unit. A grent of £500 has been made for equipment and books to be spent in the United Kingdom.
suggestions:
1.
Grent from C. D. & .. Funda for the completion of build- ing and maintenance of building and staff until such time as Hong Kong can meet maintenance conta. This involves:
b.
submission within the next month or two of
budget for salaries and maintenance of staff and equipment in temporary quarters for 1946-- 1947, to be arranged after consultation by me with Authorities in Hong Kong
in 1947 submission of detailed request for capital
grant for buildings, equipment and for amual grant for such period of years until Hong Kong
ia able to meet recurring costs.
8. Staff:
All scientific members of the staff will be Chinese with the exception of two senior officers, namely, the Director of Research and the Goeanographer, who should be British. Thess/appointments are not contemplated in the immediate future. The advice of the C..A.C. would automatically be sought in connection with these appointments.
Junior scientific graduate staff should be selected locally and sent to the United Kingdom for six months to a year for special training, e.g. one man to Plymouth to study under Dr. 50. x. 0. Atkins, Dr. Harvey and Dr. Cooper; one man to Lowestoft, and one man to Torrey. It is very unlikely that any suitable graduate will be found within the next few months.
